Ghana Shippers' Authority Governing Board Inaugurated

The newly formed Governing Board of the Ghana Shippers’ Authority (GSA) has been officially launched, emphasizing the need to lower the costs associated with business operations at Ghana's ports, as part of initiatives aimed at improving trade efficiency and establishing the nation as a top shipping and logistics center in West Africa.

During the inauguration event, organized with the support of the Minister of Transport, Hon. Joseph Bukari Nikpe, the Board members were urged to utilize their combined knowledge to enhance efficiency, remove operational obstacles, and assist the government's goal of establishing a 24-hour economy.

Charge from the Minister to the Board

The Honorable Nikpe pointed out that ongoing problems like elevated demurrage fees, the involvement of several government agencies at the ports, and levies on goods in transit have greatly raised the expenses of operating a business in Ghana. He stressed that these matters need to be quickly resolved to ensure Ghana remains competitive within the African Continental Free Trade Area (AfCFTA).

"Enhancing port operations to lower transaction costs is essential. The port plays a vital role in the government's 24-hour economy initiative, aimed at increasing cargo movement, expanding trade levels, and generating more prospects within the shipping and logistics supply chain," the Minister stated.

He also called on the new Governing Board to promote effective corporate governance, efficiency, and environmental responsibility in the shipping and logistics industry. "Let your leadership be characterized by generosity and a dedication to guiding the organization toward a lasting future," he said.

Legislative and Institutional Reforms

The respected Minister emphasized ongoing changes aimed at enhancing the GSA's regulatory power. In July 2024, Parliament enacted the Ghana Shippers’ Authority Act, 2024 (Act 1122), granting the Authority the ability to oversee commercial shipping and related services according to contemporary global standards. A proposed Legislative Instrument (L.I.) is currently being discussed with relevant parties and is anticipated to be submitted to Parliament shortly, to ensure complete implementation of the new legislation.

"These changes will allow the GSA to carry out policies that lower the expenses associated with business operations at the ports, thus enhancing Ghana's appeal as a trade and investment hub," he stated.

Head of Direction's Pursuit of Superiority

The head of the Ministry of Transport, Mrs. Mabel Asi Sagoe, urged the Board members to maintain the highest levels of corporate governance to improve public service delivery. She highlighted the essential role of the GSA in boosting Ghana's shipping and logistics sector, and also stressed the significance of efficiency, responsibility, and openness.

"It is essential that we stay dedicated to efficiency, responsibility, and openness to establish our Transport industry as a driver of economic development," Mrs. Sagoe mentioned.

In his acceptance speech, the newly appointed Board Chairman, Mr. Mike Allen Hammah, promised to cooperate with his fellow board members to maintain the highest levels of leadership, ethics, and responsibility. He emphasized the significance of trust, teamwork, and openness in reaching the GSA's strategic goals.
